How Top Officials Of Oil Company, NNPC Limited Engage In Massive Contracts Fraud, Multi-billion Dollars Corruption

Leading the alleged corrupt acts according to some concerned Nigerians is Bala Wunti, the Group General Manager, National Petroleum Investment Management Services (NAPMS).

Some top management staff of the Nigerian National Petroleum Company (NNPC) Limited have been accused of awarding fraudulent multi-billion dollars contracts without recourse to procedure and due process.

Leading the alleged corrupt acts according to some concerned Nigerians is Bala Wunti, the Group General Manager, National Petroleum Investment Management Services (NAPMS).
SaharaReporters learnt from sources that Wunti allegedly awarded different contracts in flagrant violation of the procurement processes and only to companies endorsed by him.
According to inside sources, the NNPC boss is also known for frustrating oil development operations over his alleged greed and personal interest.

“Now that NNPC has transited into a public limited liability company saddled with the responsibilities of raising funds both locally and internationally with huge investors' confidence, any atom of corruption cases, malpractices or fraudulent acts that are associated with the company will immensely affect NNPC Limited image and her functionalities,” the Association of Concerned Citizens said in a statement.

“This complaint is on the management of NNPC, now NNPC Ltd and specifically the current GGM of NAPIMS, Bala Wunti who over the years with the collaboration of his cohorts in both the multinational and indigenous oil company has been involved in defrauding the nation's wealth through Inflating NAPIMS JV Cash Call Budgets.

“Affiliations and Profit Sharing with some certain oil servicing companies and multinational oil companies with the collaboration of some certain individuals in these companies. Bullying contractors and operators (mainly the indigenous off company). Frustrating oil development operations due to his greed and personal interest. Total disregard for rules and due process in contracting processes etc.

“Falsifying documents to conceal bribery payments. Fraudulently mischaracterizing bribes as normal business expenses. • Overbilling with an understanding that some of the payment is a bribe; and Inappropriate hiring practices, such as issuing contracts or hiring candidates solely based on referrals by government officials. Amidst the various indecent and corrupt practices being perpetuated by the GGM NAPIMS in the person of Mr. Bala Wunti and his cohorts in the operating oil companies, is the continual decrease in Nigeria's oil production which could be partly linked to his greed and style of managing his office.

“We understand that some certain personalities in NNPC top management are well protected by this current administration, most especially Bala Wunti who is being referred to as the "most powerful man currently in NNPC”. He is a man who commands his protection by providing funds got from his criminal acts to his protectors in the corridors of power. However, there is evidence that would be provided at the appropriate time to prove our claims for the prosecution of all involved.

“We would want to mention some of the illegal and criminally minded acts being carried out by the GGM. The list is not exhaustive though: Investigations show that Bala Wunti and his cohorts in the operating companies are engaged in fraudulently inflating the yearly JV cash call budgets to cover their share/interest and once the funds are made available by the Federal Government & JV Partners, their shares are split accordingly as agreed. This is usually done with JV companies like Eroton, Alteo, Belema oil etc. This we believe is a big fraud on the nation and her citizens.A Forensic Audit can be triggered to investigate a possible financial reporting misconduct on this complaint.

“There are reported cases of inflating the cost of the crude handling charge for every barrel of oil that is barged in our troubled oil producing regions. This is included in the JV budget. Investigation shows that a specific amount (about $4/bbl) is being added on the actual handling cost that is provided in the budget to cover Bala Wunti and his cohorts interest/share. Again, their interest is sorted out once the funds are made available. JV companies involved in this are Eroton, AITEO, Belema oil, etc. A Forensic Audit can be triggered to investigate a possible financial reporting misconduct on this complaint. Furthermore, it is very disturbing that Bala Wunti is seemed to be involved in profit sharing with some certain service providers with which he uses to inflate project rates.

“Most worrisome is his aggressive involvement and bullying nature in ensuring contracts are awarded to certain companies which we believe he has affiliations. This is raising a lot of concerns in the industry including to the best of our knowledge NAPIMS and it is not surprising some of the multinationals and indigenous oil companies have refused to raise alarms about Bala Wunti's involvement with certain servicing companies. The most favored in the list of companies is the company named TIREX Petroleum and Energy Limited. A lot of questions are being asked on what "is the affiliation between this company (who is under the cover of another company known as STILL EARTH) and the GGM of NAPIMS. TIREX Petroleum and Energy Limited company was incorporated in year 2020 and coincidentally about the same time Bala Wunti was appointed the GGM of NAPIMS. A very interesting coincidence indeed. A set up that seems to be for the sole purpose of diverting projects to TIREX. Bala dealings with TIREX has predominantly been around Drilling project but the company recently added additional product codes on NIPEX portal to take advantage of Bala's influence in diverting other non-drilling related project to her. A company that has never ever participated in any competitive tender since it was established but has been gracefully awarded several contracts that resulted from the forceful and bullying act of the GGM NAPIMS

“The former Managing Director, John Musa resigned to protect his integrity as the illegality of Bala and Tirex became unbearable for him. Also worthy of note is that the USA and the United Kingdom can investigate the involvement of any companies with link to the States and the UK and in the process indict any citizen of Nigeria with possible extradition request.”
They called on President Muhammadu Buhari, NNPC GMD to investigate Wunti.

HON. KENNEDY OHENE AGYAPONG: IS ANOTHER GHANAIAN PRESIDENT EMERGING FROM THE RULING PARTY?

As predictions are already holding sway that the 2024 presidential and parliamentary polls will be the ‘the toughest in the history of Ghana, of course, there is no doubt that indeed the elections will be fiercely contested.

A lot of questions are however in the build-up, unanswered on who would eventually clinch the highest office in the country. From a practical survey done across the board, analysis from pundits, and critical-mass perceptions from the country’s major Intelligentsia – one name that has constantly popped up is Hon. Kennedy Ohene Agyapong.

For many who have shared opinions, they feel Mr. Agyapong understand that true allegiance is owed to the people and to the constitution, adding that this has made him to the candidate for the youths.

Hon. Kennedy expresses his opinion about issues bothering the country constantly, and he does it without fear or favour.

“He seems to have shown remarkable courage as a leader, as he has carried out robust projects that are beneficial to Ghanaians. He is fearless, he says it the way it is”, a student from a top Ghanaian University, Gwase Kwame said.

He is currently a member of parliament representing Assin Central for the New Patriotic Party. He was first elected a member of parliament in 2000 to the seat of Assin North. He retained his seat in the 2004 and 2008 parliamentary elections.

But while many feel there is a tough task ahead, a lot of Ghanaians have expressed their defiance over how the ruling party NPP has handled affairs in the country over the last couple of years.

With the strength and strings, former President and opposition leader, John Mahama is pulling, permutations have it that whoever gets the horn to represent the ruling party has a lot of work to do.

There are a few names lined up to win the party ticket. Favourites amongst this list is the current Vice President Mahamudu Bawumia, who has been tipped to take over the mantle from his Principal. Another name pulling buzz in the ruling party is, Alan John Kwadwo Kyerematen (popularly called Alan Cash), a Ghanaian politician, a corporate executive, a diplomat, and an international public servant who seems to hold a thrill in Ghana’s political peck.

For the Vice President, millions of Ghanaians are questioning his ambition to become President. They feel there is nothing more to add. “The way Ghana is at the moment is not something to congratulate them on because those in Ghana see things differently from those outside the country.”, a popular Ghanaian columnist, Joel Savage penned in an article published on ModernGhana.com. It is also worthy to note that the Ghanaian population is 70% Christians, and they don’t seem to be putting up any veneer for a Muslim President come 2024.

Mr. Alan John Kwadwo Kyerematen may seem to have all the dutiful tendencies, and regional advantage where the bulk of voters come from; but doesn’t have the grassroots mileage to hit some electoral effectiveness that can break through the political fortress of John Mahama in the polls. Needless to say, his major idea to this administration ‘One District, One Factory’ failed halfway.

Hon. Kennedy Ohene Agyapong has been tagged as a different political breed, even though he is not part of the final decision-making process. They may be right in their assertion, if we look at his achievements in the private sector, his political antecedents, and his scorecard, it all resonates deep down to millions of Ghanaians; they believe he has the capacity and experience to occupy the highest office in the country if they go the NPP way.

Kennedy Agyapong is building Africa’s biggest cold store with a 31,000-tone capacity. The Assin Central lawmaker made the disclosure on the ‘Attitude’ show on his Net2 television. The cold store is an exciting feat indeed, it is one that puts Ghana on the global map once again.

Hon. Kennedy gives premium to quality education and wants a highly motivated and educated populace to spur high-tech boom and bring rapid economic development to the country. He is kickstarting ‘The Road to School’ – a project he said will give one child one education across Africa.

He looks like that pinup guy to drive direct foreign investment and tourism to Ghana. His first son, Ken Agyapong Jnr. is the co-founder of the Afrochella Festival in Ghana organized yearly to highlight unique millennial talents from and within Africa.

According to a popular website www.peacefmonline.com, Kennedy Ohene Agyapong sent a homage gift to Ho on Friday for Togbe Afede XIV, the Agbogbomefia of the Asogli State as part of the ongoing Yam Festival and it was rejected. Perhaps, some part of the ruling class and elites don’t seem to share his political sentiments for his essence to always speak truths to power, even against his own party, but among the youths and the everyday Ghanaians, feelers have it that the youth population especially is tilting towards him to have a grip of his possibilities as they believe in him to make Ghana a better nation.

A certain political pundit (name withheld) described Hon. Kennedy as a choice that satisfies the ordinary people’s delight without sacrificing merit, while calling on the NPP and President Akufo-Addo to allow a level playing ground during the party primaries.

The pundit perceives that Mr. Kennedy behaves like an Nkrumah’s Protégé. The pundit perceives Hon. Kennedy is a technocratic and youth-savvy leader, who thinks about an all-inclusive Government.

As the polls hit top flight in the weeks and months ahead, Hon. Kennedy is doubtless the candidate to beat if he declares for the highest office in Ghana.

Williams Ruto’s victory: Timi Frank urges Nigeria’s Judiciary to learn from Kenyan’s Supreme Court

A former Deputy National Publicity Secretary of the All Progressives Congress (APC), Comrade Timi Frank, on Monday, lauded the Kenyan Supreme Court for upholding the election of Williams Ruto as President-elect of the country.

Frank in a statement in Abuja, said the Kenyan judiciary deserved accolades for demonstrating courage, firmness, fairness and transparency in its ruling on the petition that challenged the victory of Ruto, which was filed by opposition leader, Raila Odinga.

He however called on the Judiciary the Independent National Electoral Commission (INEC) in Nigeria and indeed Africa to learn from the Kenyan Judiciary by ensuring justice at all times without minding the whims and caprices of the establishment or ruling political parties.

Frank who is the United Liberation Movement for West Papua (ULMWP) Ambassador to East Africa and Middle East, said: “The Kenyan Judiciary has become a shining example of true justice devoid of manipulation and intimidation on the African Continent.

“This is the same Supreme Court that nullified the election of a sitting President and ordered a bye-election following observed irregularities.

“This track record of impartiality is rare in Nigeria and indeed, the African Continent where the judiciary is often muzzled and manipulated to rule in favour of the establishment or ruling political parties.

“The courage and sterling qualities of the Kenyan Supreme Court in ruling in favour of Ruto, irrespective of the groundswell of opposition against his election as President-elect by his political rival, Raila Odinga and the Kenyan establishment, is worthy of emulation.”

He once again congratulated Ruto over his election and Supreme Court victories.

He called on Ruto to form a government of national unity in the interest of peace and development of Kenyan as a country and Africa as a continent.

END

Signed:

Comrade Timi Frank
ULMWP Ambassador to East Africa and Middle East.
